EU Responsible Person (GPSR)
We are a manufacturer established outside the European Union. Under Regulation (EU) 2023/988 — the General Product Safety Regulation — every consumer product we ship into the EU needs a responsible person established in the Union. Ours is appointed, published and reachable.

Why this page exists
GPSR Article 19 requires that, before a consumer product is placed on the EU market, the name, postal address and email or website of the responsible person in the Union are indicated on the product itself, on its packaging, on an accompanying document, or — where that is not possible — in a clearly visible, legible and understandable form on the online listing.
As a non-EU manufacturer we cannot be that responsible person ourselves. SINO-SEAR GmbH acts on our behalf for EU market surveillance authorities, for traceability and for any recall or safety notice. Their details appear in the footer of every page of this site, and can be printed on your packaging exactly as shown below.
If you are the EU importer, you are a responsible person in your own right as well — your own company name and address must also appear on the product or packaging, alongside ours. We label both.

Documentation for your EU file
A compliant label is the last step, not the first. These are the inputs we supply so your technical file and declaration stand up to a market surveillance check.
Technical file inputs
Bill of materials, fabric composition and GSM, thread and trim specification, printing method and inks, care-labelling text, and the size grading actually produced on your order.
Traceability & batch marking
Production batch, order reference and factory identification recorded on the carton label, so a unit on an EU shelf can be traced back to the run it came from.
Labelling artwork
Care label, fibre content, country of origin, importer line and the EU responsible person block — laid out to your label size and approved before bulk.
Testing is quoted per market, not assumed. We hold US CPSIA / 16 CFR reports and Children's Product Certificates from a CPSC-accepted laboratory. We do not currently hold EU-specific reports such as EN 71-3 migration of certain elements or REACH Annex XVII restricted substances — if your market file needs them, tell us at inquiry stage and we will quote third-party testing before production rather than after.

Print this block on the poly bag, hangtag, gift box or instruction leaflet. Keep the wording identical across markets — a translated address is worse than an untranslated one.

Minimum print height 1.5 mm for the address block, and never smaller than the surrounding legal text. On very small items where the block cannot fit, put it on the packaging or the enclosed leaflet and say so in your technical file — do not drop it.
